2003 Communiqué32nd South Pacific Chiefs of Police ConferenceBrisbane, 23-27 November 2003. Terrorism - The Wider Law Enforcement ContextThe theme for the Conference was "Terrorism - The Wider Law Enforcement Context". Following briefings and discussions on the latest trends the SPCPC unanimously agreed that the best way to combat terrorism was through information exchange, cooperation and collaboration on a range of capacity building and other initiatives. The Conference reflected on the achievements of the Regional Assistance Mission Solomon Islands (RAMSI) and the significant role it has played in regional stability. There was considerable discussion on the basic requirements for law and order to create prosperous, secure and safe communities, and the range of measures that could assist members achieve and maintain that state. The Conference also considered the threat of transnational organised crime to the Region, in particular the growing threat of Amphetamine Type Stimulants (ATS) and the enormous adverse impact that ATS abuse is having on societies, where its use is prevalent, especially amongst young people. The SPCPC also acknowledged the vulnerability of South Pacific communities to ATS abuse and the potential use of South Pacific countries to manufacture and tranship ATS. The Conference also noted the significant consequential damage to children exposed to the highly toxic by-products of the manufacturing processes, which by weight and volume far exceed the amount of ATS produced by such processes. The toxic by-product also threatens the environment. The SPCPC unanimously endorsed the development of a strategy to combat ATS trafficking in the Region. The SPCPC formulated a Strategic Plan for the period 2004 - 2007. The central part of the Strategic Plan are Integrity, Communication & Collaboration and Capacity Building. Action Plans are also being completed so these can provide a focus for consideration of effort and setting of standards for policing across the Region. The Conference also received a report from a representative group of women police and recognised the very positive contribution that women make to policing. The Conference approved the establishment of an SPCPC Women's Advisory Network that will assist in contributing to the implementation of actions for the Strategic Plan. Archives:
