CRUISE SHIPS

At the 37th PICP Conference in Samoa, Mr Andrew Robertson, General Counsel for Carnival Australia and Commissioner Ken Maroney (retired, NSW Police) presented on the need for enhanced protocols in dealing with crimes committed at sea.  

 Recent examination of the cruise ship industry and in particular those cruise liners under the Carnival Australia banner resulted in vulnerabilities being identified that were able to be exploited by criminals. They have also highlighted issues relating to jurisdiction and protocols in dealing with crimes committed on board cruise ships whilst the ship is at sea.

 During the discussion that followed the presentation, New Zealand nominated to lead a review team, requesting assistance from all countries in the form of active participation through consultation.

 Discussions between the Chiefs in relation to this issue resulted in the following recommendations:

 Note and recieve this presentation by Carnival Australia. 

Encourage that members of the PICP Conference 2008 consider the appointment of a principal liaison officer in established and proposed ports of call. 

Direct that this conference appoint New Zealand to lead a review team (representing all jurisdictions and Carnival Australia) to develop enhanced reporting protocols for crimes committed at sea.

Direct that the review team is to consult with all jursidictions and key stakeholders including immigration and customs.

Direct that these protocols, when developed, be submitted to the PICP for its approval at the 38th PICP Conference.

Direct that if agreed, the PICP Conference 2010 be advised on the operational effectiveness of the protocols.
